H.265: selfie camera video on google pixel are played distorted with D3D11 hw decoder

The attached video (via streams.videolan.org) won't play correctly with VLC. It is stretched and cropped. After re-encoding with Handbrake with the H.264 codec, VLC is able to play it correctly.
