film grain: adjust SCALING_SIZE for high bitdepth

Luc Trudeau requested to merge ltrudeau/dav1d:fg-scaling-size into master

Found this while reviewing !1558 (merged), we can probably get away with a SCALING_SIZE of 1024 for 10-bit instead of 4096. I'm not sure if this requires changing the ASM code.
