Examples CI and a minor logic fix

Konstantin Pavlov requested to merge thresh/dav1d:ci-examples into master

This adds a CI job to build dav1dplay with SDL2. The codepath using vulkan and libplacebo is not yet checked since the versions we require are not in Debian unstable as of now. Maybe get them from experimental?
