vlc-debian-android: install missing vk.xml

It's needed by libplacebo, in particular to get the size of structures.

libplacebo normally has its own set of Vulkan headers, but only via git submodules which are not found in the tagged tarballs. It should be cleaner to use the vk.xml matching the NDK version anyway.
