[3.0] contrib: Fix .pc generation

Hugo Beauzée-Luyssen requested to merge chouquette/vlc:3_0_fix_pc_files_generation into 3.0.x

This is a backport of !468 (merged) with 2 extra commits:

  • Backporting Alexandre's patch for lua
  • Fixing glew .pc generation which wasn't required since glew moved to cmake in the main branch
