package/win32: no longer force meson build

Marvin Scholz requested to merge ePirat/vlc:epirat-dont-force-meson-win into master

The related meson issue was fixed in meson 0.54.0 and extras/tools now requires meson 0.54.2 or higehr, else it builds it anyway. So there is no need to force it anymore here.
