contribs: install latest config.guess/sub for all autotools targets

Rather than fixing errors one by one when they occur, it should be done all the time.

It's just copying 2 files so it doesn't slow down the build process much.

Also remove the tiff contrib that is never used after SDL was removed. So we don't have to patch it.
