nvdec: fix broken build with meson

Fatih Uzunoğlu requested to merge fuzun/vlc:mesonfixnvdec into master

Currently nvdec breaks the meson build due to: ../modules/hw/nvdec/meson.build:4:16: ERROR: Unknown function "enabler".

My Meson version is 1.7.0, but I remember that I was affected by this issue with earlier versions as well.
