[3.0] backport stdckdint compatibility header

Draft because waiting for !6901 (merged) to be merged (and do proper cherry-pick commits).

This doesn't add any new compiler requirements. This will ease future backports from 4.0 to 3.0.

We don't have to replace existing C _overflow usage by stdckdint in 3.0.
